Introduction Motorcycle clubs were formed after the production of motorcycles in the early 20th century and were formed for the purpose of bringing like minded people together having common interests. McCook Outlaws in 1935 was one of the first to be founded and exists even today later on changed to Chicago Outlaws and presently know as an Outlaws Motorcycle Club. It was formed for racing and long distance touring.
The Outlaw biker clubs have developed into a global organized crime and have written constitutions and laws and bylaws and have a rivalry with the mafia gangs. The mafias are older gangs and do not have written constitutions and operate 4 American Outlaw Hispanic and African American motorcycle gangs secretly while the outlaw clubs openly flash their colors and show their gang symbols as a matter of status and pride. (Paoli., 2014) Public safety has been compromised due to gang violence which includes street gangs doing assaults, shootings and robberies and trade in narcotics leading to increasing crimes in the states. It is estimated that more than 150,000 gang members exist in California, which is an increase of over three times over past 15 years estimated from a phone survey carried out by the Department of Justice of California law enforcement with an estimate of over 50,000 gang members in California.
